Stagger Case of String
Staggers the case of a string. If you enter "Hello World!" you will get "hElLo WoRlD!".
Syntax is as follows:string_stagger_case(str,spaces,first);
str - string to modify
spaces - count spaces as letters, boolean (true or false)
first - first letter capitalized, boolean (true or false)
